To increase the competence of professionals in the Baltic Sea States so that they can care for, protect, rehabilitate and reintegrate children and young victims of trafficking. Furthermore, to create an international network so that individual trafficking cases can be handled collaboratively by the country of origin, the country of destination and, as applicable, the country of transit. For the second phase of a regional child trafficking response programme that aims to protect the rights of high-risk and trafficked children in eastern Europe; to develop co-ordinated and sustainable interventions to support the most vulnerable; to improve front-line workers` technical skills in identifying and dealing with high-risk and trafficked children; and to strengthen legislative, policy and institutional frameworks for child protection. (Over three years)
